When you put on a tattoo?
Are you talking like the do it your self Temp tattoo?
Then it is probably the oils in your skin.
If your talking from a Tattoo Artist, he/she is probably using low quality / diluted ink.
You'll need to INSIST they (for free) fix your colors or submit a refund so you may go to a more accredited tattooist.

Is it black ink or colour? If it's a specific colour then just avoid that colour, on the other hand you could try a different brand. Everyone's skin is different, but then it can also change. For instance, when I first started my sleeve my artist said she was having trouble getting the ink in because my skin was tough. Between sessions I started to use Bepanthen on my skin every day to make the skin more soft and supple, in my next session the ink flew in. "Whatever you're doing, keep doing it!" so I have and it's really helped. If it's colour specific as I mentioned, try another brand. My skin isn't a fan of red ink, which as far as ink rejection goes, is quite common, along with blue and green. I had a tattoo and they red was pretty much faint pink by the time it had healed, so we tried another brand and it stayed in this time and it's still vibrant! The only way you could hae untattooable skin is if you were say allergic to it, which you'd KNOW if you were. Just try moisturising it to get it in, and if it's going in but then coming out during healing, try another colour/brand

Ask a tattoo artist or go back to the person that did it. Maybe they didn't do it right or something, I don't know.
