Depends on the laws of Singapore. If they are anything like the US, yes. It would be better if you got a criminal conviction first. Statute of limitations in America is 10yrs.

Yes, you can, even it's ten years ago. You can just report to the Police. If he had sex with you when you was below 14, he will be charged for "Rape". If he had sex with you when you was below 16 but above 14, he will be charged under "Woman Charter".
Personally, I feel you should report to the Police. As having sex with under age should be punished.
