FIRST OFF, DON'T RHYME. its too predictable and childish.
try laying out a topic to write about, and decide if it is sequential
or topical (is it a story told from a standpoint, or is it just about
a general topic or feeling) try to sum up phrases or long passages.putting music to lyrics is really the tricky part.
some artist write the music FIRST, which then helps them
create an atmosphere, and some are just great writers and
can create music around the content.

I can't help with the notes for a song exactly, you have to test it out yourself by playing chords. But for lyrics think of what makes you happy, what makes you sad, and work from there. But you just have to feel strongly about the topic you choose, it'll help if you've been though it before. It's like if you want to write a love song but you're not even in love it'll lose the 'feel' that's really important. If you really can't think of anything, I suggest writing about losing a friend or getting backstabbed by someone or the feeling of self-actualization or breaking free from something that has been holding you down or reaching for your dreams.
There's also looking to real songwriters for inspiration, like if you want to write a country song listen to Carrie Underwood and LeAnn Rimes, or if you like pop Aly and AJ are decent songwriters. For rock and stuff listen to everyone and everything, from Avril Lavigne to Evanescence.
Take their example, and write poems (doesn't mind if they have a rhyme scheme or not) first before dabbling in song writing.
Take note: Song verses and stanzas are usually equal in syllables and similar. Then you can easily turn the poems into songs. But you'll need a repeat chorus, verses and bridge or just freestyle. There's also an intro and closing for instrumental songs that may accompany vocals.
For the notes, get inspiration from classics. It all comes from your head. Initially you might have problems with this (I know I did) but you can always randomly pick tunes or take another song tune and transpose/ modulate it. Or try arpeggios and broken chords.

im a song writer and u need 2 express emotion and also dont write the title first
it narrows down what u have to think about to write
and it doent neccisarily have 2 rhyme
