I'm going to hazard a wild guess here and say, to swim? Fins represent an evolutionary adaptation that go back thousands and thousands of years ago. Land animals returning to the oceans developed fins, which obviously work better in the water than limbs.

This is a great example of convergent evolution. The need to move far and sometimes quickly through the water meant that a body plan that reduces friction and provides good movement control had to be developed. These organisms having evolved from terrestrial relatives began to look like the Boney fishes who had these body plans long before, and had also evolved similar profiles.

during evolution creatures develop to live efficiently in their habitat. How else could they swim quickly to catch food to eat?
