What do you mean by public? If you mean the difference btw say, UC Berkeley and Harvard, then depending on who you ask, the 3 schools that always seem to pop up are Berkeley, Oxford, and Cambridge. Their order just depends on which ranking you're looking at.

There is no one universal public school because public universities are so different from state to state. Additionally, the prestige or popularity of the public university is relative to your location. For example, SUNY Binghamton is one of the most prestigious state schools in NY but people in Washington probably have never heard about it. Most of the popularity of state schools does not come from their academics necessarily but from their athletic program.

In the US it's University of California Berkeley and internationally it's the University of Tokyo.
