The three types of boundaries; convergent, divergent, and shear all show earthquake activity, but the divergent boundaries show the least activity probably because frictional interactions between plates are less.

Earthquakes are LESS common at divergent boundries than at convergent boundries or transform faults... but it is not correct to say they are "relatively uncommon". Minor/shallow earthquakes are fairly common at divergent boundries when compared to most places on earth (excluding other plate boundries).
