need to know if i can adjust a clutch cable on a nissan vanette cargo 2.3d or is it hydrolic

that problem do not need you to tamper with the clutch in any attempt to adjust it. it is purely a hydrolic issue. let it lie low.

It is Hydraulic and there may be slight adjustment on the Fulcrum arm located on the Bell Housing

It is hydraulic. If your having problems that seem like adjustment it probably needs to be bled.
