what happens when you go to a restaurant and purposely pay with exchange money? can the police arrest you? what can they charge you with? what law is it? what is the consequences?

A business is not required to accept money from another country. Some that are located near the borders do to increase ease of tourism.

If you cannot pay with legal tender they can have you arrested for theft of services.

What is exchange money? If that restaurant does not accept this exchange money, yes you can be charged with non paying for service rendered. Theft.
