in our net work i observe an change in the speed when i downloading something.so i want asolution or aprograme to discover the man who steal the speed by net work programs.please help me .thanks

Mirror all the traffic going through your network to a FreeBSD box, and monitor it with tcpdump, look for odd traffic anomalies.

OR..
just filter all traffic that you do not want to leave/come into your network..

What do you mean steal? Are you the only person who is supposed to download something? Or are you just seeing the speed variations that can occur in every download on every machine on every network and in every home?

ntop program helps you to see how much net usage, and which IP use how much. free software:

by looking at your present i.p. address then see if it changes;then block with dell anti spy program. please down load it from dell.com it's free
