Replace the emergency brake pads. GM had a problem with them sticking causing them to wear out. (they are seperate from the rear pads)

Probably just needs to be tightened up. Look for an adjustment on the cable underneath your Tahoe, probably near your rear axle. Don't adjust it too much.....you don't want your rear brakes rubbing and wearing out prematurely. Best of luck to you.

OU812 is exactly right. You need to remove the rear calipers and rotors to check the e-brake shoes. They are inside the rotor and do wear out. If not worn out the adjuster is inside also and you can adjust them from there.
There is NO adjuster on the cable.

Get the brake cable replaced. Or, carry around 4 cinderblocks and put under all four of the wheels.
