It's a matter of opinion. but i think before is better because you can just wash it all off in the shower, besides shaving after a shower with an electric is rough on the skin.

I use an electric shaver before I shower. After being wet, the hair tends to lie flat and not be taken into the cutters. You can also lightly apply some talcum powder to your stubble to assist the movement of the razor - baby powder smells great.

After, it's always better to shave after a shower. The steam in the shower opens up your pores, allowing for the hairs to be cut easier

As a chick, I think electric razors are better used before a shower since you have moving blades really close to the softened skin of the face.

I would think that shaving after while the face is clean from the oils. I also think that the hair is standing up and you can get closer shave.
