I don't know the level of friendship you have with this man,
but I would guess it is kisses of friendship only, and not of love
or a long time commitment or involvement of any kind...

Maybe he does not want to go that far with you .... a man can be very uncomfortable at times if he becomes over-aroused and does not wish to go on with it .... you should find out more about a man's sexual reactions and then have a little understanding and pity ....

It means he may have a phobia of touching someone elses tongue, or you have bad breath, or maybe he doesn't feel like he knows how and is afraid to try. Why don't you initiate it and see what his reaction is.
