To be totally honest with you, they do that on purpose to allude us into believing they are always being honest on every point. Ordinarily this is false. They really don't want us to know what other provisions they are adding to a bill or proposal and figure if they use the language that most people do not understand unless you have an education or career in legal, then so much the better.
We did discuss this in my criminal law class, and went though much of the language used by politicians as well as judges that run right over the average person's head. It's just so they can get their own way and they think we're none the wiser.

Most politicians use plain old English. They just sound smart compared to a person who butchers the language the way that President Bush does.
Most politicians are rather smart people, some very intelligent & if you don't have anything to criticize in things as they stand, why are you running? If everything is fine, you don't have a platform!
