That's a difficult question. Bill Gates of Microsoft was fined hundreds of thousands of dollars by the American Government because he refused to share the secrets of Microsoft with China so they could produce something similar, but cheaper. I say if everyone in China is so smart, and seeing they have the capabilities to shoot down weather satellites with warheads, let them develop their own. It just seems like everyone should share, however, there are just some things that should remain a secret.
