You can, if your BIOS will let you boot from a USB device. Download the UNIVERSAL BOOT CD and see if you can get what you need on the USB device.

Simple answer to that is no . not unless it has an operating system installed on it . The only way another computer can reboot another is through the LAN or telephone line or through direct link . but in each case both computers have to have a n operating system installed IE windows .. and be set up as host or guest depending on access requirements . It hasn't actually rebooted it it awakes it through power management . you should however be able to make a boot able CD through either Nero or some other competent burner program .. ?

You'd be better off the build up a boot CD using your other computer. Go to http://www.nu2.nu/pebuilder/ and download the program. Follow the instructions, it's a bit of a pain, and burn the boot CD. I'm assuming both machines are Windows XP and you have a CD burner.
