What is the substance inside of cool packs?

Like the kind of cool packs that are plastic and in the shape of smiley faces or soccer balls and are used to put in childrens lunches.

i think that its not necessarily ammonium nitrate but mostly anything that will lower the freezing point of water even salt or sodium chloride

as far as I know, the substance is commonly refered to as "hot water". but only frozen.
