You need to look more closely to see if the skin looks damaged or if it looks like it has some sort of substance on top of it, or whether it just looks like color in the scales. If it appears to be damaged skin or something on the skin, you need to read up on goldfish diseases, identify the disease and treat accordingly. If it appears to just be color in the scales, this is perfectly normal. If it is a disease, yes, there is a chance that your other fish could get it. If it is a color change, no, your other fish will not get it. Goldfish, as part of their breeding process, are constantly having their genes mutated to produce new colors and body varieties of the fish. So, goldfish genes never get a chance to become stable and their colors will change at various points in their lives. Blue is considered a very unique and desireable color in goldfish. You would be very lucky to have more blue develop on your goldy. You can't force this to happen, but you can encourage its development by feeding the goldies color enhancing flakes or pellets.

It depends on the reason the one has the blue nose.
If it's a normal color change and all fish are the same type and from the same brood (same genetics) it's possible. If it's a disease (cotton mouth), it's possible.
If it's not a contagous disease or the fish are unrelated, it's doubtful.

Most fish have a natural change in coloration. But there are things like mouth rot or a fungus that can cause color change. If it is velvetey or tatered or the fish is rubbing the rocks , you should treat with Melafix or other fungus control medications.

Well, if they are the same type of fish, most likely, but im sure just that fish, it is part of its life, it could show its growing up, getting sick, or just.....idk, being a fish. lol.
