If you go to Start - control panel - user accounts you can set a private password on your administrators account, delete the guest account, and start a limited account for your son to use.
A ltd account cannot install or uninstall software. he can download stuff but only to the desktop.
You then go to My Computer - (his accounts) Docs - and you can scan for viruses and spyware, drag it to your account and check it to see if you want it installed or not.
You can set up Net Nanny or other parental control software and he won't be able to uninstall or change it.
You can get parental control software free from snapfiles.com, download.com or sourceforge.net; they are all safe, legal download sites.
But you also need to talk to him. Just blocking him will make him resentful. At 10 is he mature enough to use the pc unattended if he can't understand that not all sites are suitable or safe? Does he know not to give out any personal info online?

try getting some kind of web nanny/blocker software for your computer. Though you say it's just a certain site, there are tons on here that I'm sure you would like not your son to visit.

mind you, thsi smacks of BIG MOTHER... you arent there all the time, schools allow access, as do libraries and il bet all his mates have a PC..are you going to go around and inform everyone he comes into contact with about these "certain internet sites" you dont like him visiting....
you sound like my mum, and i always found ways around her bans and objections...and that was 40 years ago... kids of today know more, and are creative... esp when they need to be, for whatever reason.
try explaining things to him, as an adult...not a 10 yr old.
which is what we do/did with our 4 kids...
