Rosy barbs are far less nippy than their cousin the tiger barb, but I would still watch them with smaller neon's. If the neon's are fairly large that wouldn't be any problem at all.

tetras are compatible with just about anything, but they are small enough to be dinner for more aggressive fish. I don't know about a rosy barb. Call your local petsmart and ask them if the two species are compatible, or your local pet/fish store.

Both fish are schooling fish and tend to be "nippy" if kept in too small if a group. Ideally, if they're with 4-5 of their own kind, they're more comfortable and leave other fish alone. If you have a large enough tank to accommodate schools of both, there shouldn't be a problem. Also, if you give them some plants in the tank (don't have to be real), they have places to go to hide if a fish becomes bothersome.

I think not,the Tetra's would become like food for the Barb's.

In theory yes, but barbs have a tendency to be nippy, esp toward smaller fish. So you might end up with a few fish missing their back fins.
