It is illegal to drive without a license. Ask a neighbor or adult friend or other relative to go with your brother to pick up the car.

legally, no. If you get pulled over, you'll have TWO problems - the car WILL be impounded PLUS you'll be facing legal charges yourself.

Get a friend/relative with a driver's license and have THEM move the car.
