English is a very difficult language to learn because it is made from words of many different languages. My suggestions: See if you can find an ESL class (English as a second language). I was a tutor in one near here, and it was free to the students.
Then I would suggest that you spend as much time as possible using English. Read the daily newspaper, listen to radio/television programs in English. Find another person who is trying to learn English-but not one who speaks your native language, could be Spanish, French, and so on, and talk to him/her in English. If you need to write something, have an English speaking person check it for you. Write English as much as possible before using internet shortcuts. Examples
English is a proper noun and is always capitalized.
Spell out you rather than U.
Advice is the same for plural and single
Spell out because, rather than cos
mostly
Don't use the internet messages or chat. The English used there is often inaccurate.
You are doing very well. I could tell what you were trying to say. Find someone who will correct you without making you sound stupid. My Polish cleaning lady is very smart and speaks quite well, but sometimes can't come up with the word she wants, so I help her out. Keep at it, and you will do well.

Firstly note your mistakes in your question.
1. Advice is the noun and it is uncountable so never use advices. Note that you used the verb To advise. the noun has a 'c' the verb has an 's'.
2. The language is English not english. Always use a capital letter for day, month, season, language and nationality.
3. Most of the staff. Not mostly. Or the majority of the staff.
Tips for learning English : Watch Television in English, with subtitles if possible. Listen to the radio or songs in English. Read in English. Create a vocabulary list with the words you don't know but wish to learn. Don't make your list too long, just add about 20 words a day. If you ahve a teacher listen to your teacher's correction and make an huge effort not to make the same repetitve mistake. Join an English speakers club if there is one in your area. Try to make an English friend, a person who is trying to learn your native language would be ideal. Meet for a drink and every second time change languages and correct each other. Try to visit an English speaking country for holiday, for example Ireland! Or do a week or two intensive immersion training, easy to find these sites on the internet. Hope these ideas help you a little, but the only way to learn English is by hard work, dedication and effort. There is no rapid immediate way to learn any language, but your motivation in your question emphasizes that you want to progress, so I feel confident that you will. Good luck!

Truthfully, it simply takes time and practice to learn to speak/write a language fluently. However, you might want to look into language software for your computer, such as Barron's or others; they have programs that work a lot better than books and tapes, I believe. You can go online and find them. Good luck!

If you are not in the UK.
Get a radio that can pick up BBC World Service.
It will have to be a short wave radio.
Just listen to the English language programmes.
If you are in the UK, join the local library.
They will lend out books and tapes/CDs
Then, in your spare time, you can read books in English or listen to audio books in English.

It would help if you stop printing 'U' in place of 'YOU' and 'COS' in place of 'BECAUSE' and concentrate on writing the english language properly, and do not use ;))) so much.
