He's scared to make a commitment cause he might miss out on something he sees as better but he doesn't want to break up cause he's happy where he is stringing you along with the whole I'm afraid of commitment speech.

When he says that he's afraid of commitment, he is saying that is contented to be just friends. Are you comfortable with that or do you want more?
