He's scared to make a commitment cause he might miss out on something he sees as better but he doesn't want to break up cause he's happy where he is stringing you along with the whole I'm afraid of commitment speech.

When he says that he's afraid of commitment, he is saying that is contented to be just friends. Are you comfortable with that or do you want more? If you want more, then I advise you to find someone who wants the same thing as you do, but keep this man who's afraid of commitment as a friend, if you choose to.
