Does The DepEd allow 'Teacher's Manual' be used as a reference by the pupils?

Question

A high school student was found out using a Teacher's Manual exactly the same as the one being used by the teacher. Some of the test questions were in the said manual.

Technically, they're not supposed to; still, that doesn't stop many students from doing so. Still, I think it's cheating, not learning.
