Or vice versa because he was on a witness relocation programme? If so what was his crime, or what did he know? if he wasn't on the programme did he have a run in with a rival gang and though he'd be safe...any help ..lives are in the balance!

No, sorry - they just changed the name in Britain because of Top Cat cat food.

Top Cat had to change it's name to Boss Cat in the Uk because there was a brand of Cat Food already known as Top Cat and the BBc didn't want to seem to be advertising it.

Apparently there was a brand of cat food over here that was called Top Cat and they objected to the name being used, so the beeb changed it to Boss Cat, not that anyone noticed, I mean the song still said Top Cat and all the cats in it called him TC (proividing it's with dignity, of course...).

The UK superimposed "The Boss Cat" on the original US credits because of the "Top Cat" cat food brand in the UK.

His crime was unlawful dustbin squatters' rights. Seriously (sigh) the name change was when Top Cat was bought by UK distributors, it infringed on the name of a then-popular cat food, so they subtly altered it. Boring, eh?
