Octavius took over Rome after the Civil War caused by the assassination of Caesar by Cassius, Brutus and the other Senators. Different books describe Octavius in different ways. As a noble leader or as a conniving weakling.

In Shakespeare, (he is very important in Anthony and Cleopatra), Octavius is weak physically but very dangerous and more dangerous than the great conqueror, Mark Anthony.

In Julius Caesar, Mark Anthony and Octavius are friends and allies fighting against Brutus and his friends. But it is clear that Octavius only cares about himself since he uses the other characters until they are no longer useful to him and then has them arrested or killed.

Shakespeare considers him to be ruthless.
