open institutions welcome and accept everyone, regardless of race, religion, or sexual preference.
closed institutions do not always welcome or accept people on the basis of thier race, religion, or sexual preference.

When you are in a closed institution you have to stay in all the time.
In an open institutions you may go out each day, for a certain time.
