Your question has a logical fallacy. Were did 802 seconds come from? And why would you assume that time would be dilated? What's your reference point?

Is it easier to believe that time was dilated and the earth was formed in less than 14 minutes? Have you been watching a lot of TV?

I'd stick to a simpler, more plausible explanation.

time is a measure , it measures the velocity of change and it is also defined that way so in the beginning when there was not much change, time was dilated as you say so I think that you are completely right
