The left or the right as you look at the front of the bike

looking from the front the right one should be on dip the left should only be on full beam

It depends on the bike. I have a twin headlamp bike and both lights come on on side light, dip and high beam, the only bike I know of that lights up 1 of its 2 lamps is the early Ducati 916

Sitting on the bike -
Left only for low beam
Left & right for high beam

The one that is aimed for a dipped beam.
I don't believe there is a convention as to which (i.e. left or right) that should be.

I don't believe it matters (I could be wrong though) as long as both lights are aimed correctly it shouldn't matter for construction & use or MOT regulations.
