I need to take my car to the garage, it starts but cannot drive, ie I can use ABS brakes etc. My brother has told me he will tow my car using a tow rope. Are there any new laws/regulations against this?

Providing both cars have current road tax, mot and insurance you will be ok. You do have to ensure the car thats doing the towing has the towing capacity. With a braked car its normally about 2/3 the weight of the car thats doing the towing.

Tow ropes are a bit iffy as they should only be used in an emergency to get your car off a dangerous position. But assuming your taking it to a local garage you shouldn't get much problem.

No towing on the motorway and as long as the towed vehicle has hazards on and no passengers other than driver then it should be okay.

yes, the tower will need to have been licenced to tow if his licence was obtained after a certain time (i forget when but its in the last few years)

there are also weight restrictions but i doubt this will apply to a normal car.

i carnt think where i read it but im sure a car has to be towed by a ridgid bar or dolly and ropes were no longer leagal

anybody passing there test after 1996 cant tow anything greater than 750kg if that helps
