The EPA is pushing the horizontal washers because 1. they use much less water (about 1/3rd) than conventional washers and 2. use less soap.
I am in the business and have seen that front loading washers do a good job on most things and you can load them heavier than top loading machines. Top loading machines do a better job on normal clothing and they rinse better than front loaders. So I guess for normal everyday washing the topload machines wash best.

Horzontal or front loading machines have a better washing action then top loaders. The laundry is allways moveing and rubbing together, they are very frugal in terms of water consumption, detergent, bleach, and the LG models store electricity that can bi used with the machine unplugged. They also spin at speeds of 850-1250RPM extracting more water. That means less time in the dryer saveing money. Big saveings if your dryer is electric. Some models even heat thier own water.

Front loader is all around better. You will pay more initially when you purchase it. But in the long run it washes better and washes more in a single load. They also use less water then a standard top loading washer.

I assume you mean "top loader" or "front loader". I have owned both and I absolutely love my front loader, I own a Whirlpool Duet with matching dryer. They are the best and use very little water. I also purchased the drawers that go underneath them so they are higher off the ground. Now I don't have to bend over any more.
