I think people don't necessarily know they're being manipulative, but if you are manipulating someone you are doing it to get what you want so yes there's an agenda.

I have met people who manipulate others just for the sake of it, and although there's no direct agenda, I'm guessing its to do with their own personal pleasure, so yeah, I gues there is always an agenda! Good question thou!

I'm assuming we're talking about manipulating people. In that respect, I'd say " yes "

If you're manipulating some one, you're trying to get them to do something. Most likely, that something would match to your agenda.

Most of the time, yes, but sometimes, people may manipulate a person without even knowing it.
