If the house were to make a bill stating that all car dealerships had to make it so that at least 1/5 of their inventory was Battery Electric Vehicles, and that all public places had parking spots specifically for BEVs with charging equipment provided, where would the money come from in case of appropriations?

The money would come from YOU whenever you buy a new car. Nobody would buy some crappy battery powered car so 1/5th of the dealer inventory would just sit on the lot forever. You'd end up paying about 1/5th more for your new car.

America is a free market economy, what you're proposing is communism - the government telling people what they have to buy.

Battery Electric cars would have to work 10x's better than they do for people to be willing to buy. No dealership is going to go along with this type of law, nor will the people of the U.S. The government has no right to make you buy anything; much less a piece of junk!
If such a thing were to happen, the tax payer would have to foot the bill & that is highly unlikely!

Actually and entrepreneur in Silicon Valley with an automotive background has invented a car on battery power and beat a Ferrari in a drag race. He is looking to mass produce it.

Your pocket my good friend; the taxpayers' pockets. Taxpayers pay for the Iraq War. Taxpayers pay for new roads. Taxpayers pay for new neighborhoods and such... Why wouldn't taxpayers pay for "charging" parking spaces?

If not the taxpayers, then the company that owns the parking lot would probably pay for it. But still, that money would come from the consumers....

You can require all of those things and the consumers still will not want to buy them. And the money comes from you...and me...and everyone else who pays taxes because their wouldn't be enough customers to make it break even.
