The film you are talking about is called 'Intensity'.
A tv horror movie based on the novel by Dean Koontz.
It is about a 26 year old woman named Chyna Shepherd, who had a very troubled upbringing. Just when things seemed to be going better for Chyna, she has a run-in with a psychotic serial killer named Edgler Vess, whom she witnesses murdering the family of a friend she is visiting with.
Chyna survives the attack and hides in the killer's vehicle while he drives in order to get revenge for the murders. She learns that Edgler is keeping a little girl (Ariel) captive in the basement, and she will stop at nothing to help save her
