You need both.
Simply stating DVD drive doesn't help.
You need to know if its is a DVD ROM drive or a DVD Writer drive. If you have a DVD writer drive you can burn DVDs. Generally the basic software for burning the DVDs comes preloaded on the computer. If you do not have it then you need to buy one of the softwares e.g. NERO, MY DVD Plus etc.

A burning software is a tool that you need to create new CDs and DVDs. To make them working properly you need to burn them with a good software. Ashampoo is a very modern and reliable software that I recommend. It has plenty of other functions (e.g. you can edit videos and create DVD menus)

Burning DVD's are possible with two things:
-- DVD-R or RW drive (Sounds like you have it.)
-- Burning software. Nero, Roxio or whatever program is cheaper in the software aisle should do the trick.

Obviously you need a DVD burner. They come with burning software packed along with the drivers. usually they come packed with Nero. If you have Vista Microsoft included better burning software.

If you only have a DVD drive you will not be able to burn DVD's, you will need a DVD burner for that as well as the software to burn the DVD.

look at the front of your dvd drive, if it contants the letters r or rw. them you can burn
but if it just says dvd rom, then your drive is just a reader,
which means you will need new hardware as well as software
