Depends on what you mean by bad. I'm bad at certain things and good at others, am I a bad person, some would say yes. others would say no. Depends on who you ask.

Not as bad as I used to be.When I was a kid,bad meant good If someone was really tough or attractive. They were 'Baadd' (like Shaft)

In what generation are you using the word BAD? In my generation bad was just bad...somehow/somewhere it got turned around to mean 'good'....
