*Keep in mind --- when you have an improper fraction, you will always get a decimal. An improper fraction is a fraction with a smaller number in the numerator & a larger number in the denominator.

First: divide the fraction.....

3/4000 = 0.00075

Sec: move the decimal two places to the right to make the decimal a percentage....

0.00075 > 0.075%

To change a fraction to a %, multiply the fraction by 100

For example if you scored 15 out of 20 in a test, your mark of 15 / 20
= 15 / 20 x 100 % = 15 x 5 % = 75%

3/4000 as a % = 3/4000 x 100 % = 3 / 40 % = 0.075 %
