I would have said Japan/China etc. The area supposed to be the best swimmers because the are so aerodynamical but don't quote me on that.

Argentinians, especially the young girls, are skinny (most of them anorexic unfortunately) But naturally ,I would say Chinese , Japanese. In my opinion it depends really on culture or the financial situation.
