OK, I'm 12 and i have an 11 year old niece and we are best friends and like the same things...so this is where and what we wear...

If you want to do something a little different from the normal for your recipient, try these stores:
www.delias.com - fun and really inexpensive
www.amazon.com - they have absolutely everything you can possibly imagine, but you might be overwhelmed by the selection. Its a good place to go when you have an idea of what you want and then do price checks.
www.urbanoutfitters.com - a little more on the expensive side but the stuff is really fun. They even have the wrapping paper and little gifts as well.
www.gojane.com
www.torrid.com - if your recpient is a little more cutting edge
www.craftster.com - think a little out of the box and make a tshirt here just for your friend/family member
As for what to buy, try out accessories first. You're playing dice with being able to fit with shoes. Polka dots are really hot right now and they're very girly. 11 year olds also want to be more "grown up", a little purse might be wonderful for her.
Here's a tip that I always use when I buy gifts and it always seems to work. Try to remember a time that you were talking with your recipient, did she ever say something was cool or is she into something really strongly (ex. ladybugs, a particular bad or musician, whatever). Select your gift based on something that your recipient would really like, not what you think she should have. Good luck and I'm sure she'll love whatever you pick for her!

Limited sells cute flats and so does payless! You should try both of those stores. Reebok it depends on the girls taste really
I really prefer Aero because they have alot of sales so you can buy a bunch of clothes.
Try to take her with you so that she can choose what she wants. If you are going on your own then try to get girly sruff. Pick out like 1 or 2 outfits or something.
Here they are
OUTFIT ONE:
Clothes: For the bottoms get knee length jeans from limited too with the gold flowers on them and then get a bold one color polo from aero, A&E, Hollister ect.
Shoes: Converse or Air walks. Airwalks are cheaper but converse last and are a known brand.
Jewlery: A headband i know thats not jewlery but its cute! Hoop earings from claires and 1 or 2 dangaly bracelets.
OUT FIT TWO
Clothes: Get a mini skirt with leggings from Limited too ( the leggings from limited too and the skirt can be from Target or Aero or Abercrombie)
For the shirt get a normal white tee and then get a small sweater.
Shoes: Flip Flops from Old navy
Jewlery: A LONG neckalace that you can tie twice from claires!
Get a cute purse to match both of these outfits like you can get it at Limited Too!! Thats really cute maybe even a strawberry lipgloss

Look for polos. Abercrombie has some great polos. Limited too has very cute pants and ballet flats. Buy her pink and girly colored things. Aeropostale has cute pajamas, and every girl love pajamas. Target has everything that you could ever need. Always cute clothes, shoes, and accessories.

shoes- cute flip flops or just slip ons
accesories- a cute young purse and some neclaces
clothes- a cute tee with a cute saying some bluejeans or a cute blue jean skirt
im 12 and i wear American eagle knee legnth shorts a purse by XOXO with hearts. I wear slip on shoes or flip flops and defanitly dont shop at lmited too shes becomeing too young

i like right here previous army Banana Republic Rue 21 purpose JCPenney Belk i do no longer look after a number of those high priced shops, like Hollister and warm subject count and Aeropostale and stuff. the clothing rip easily. i choose to circulate to Ross incredibly undesirable and notice what they have. Try Limited Too or Fashion Bug. They have lots of fashionable clothes for preteens.
Also try Claires or Icing for inexpensive accessories like necklaces, earrings and bracelets.
