According to historical research, birds are closer to reptiles than they are to amphibians.
Amphibians are characterized by living part of there lives in water as water creatures with gills. then by some form of metamorphosis (changing) they develop lungs as live on land. Some still live there entire lives NEAR the water.
So although birds may live near water and feed from it, they dont metamorphose, and have one "form" there entire life.

As for sharks, they have swim bladders characterized by fishes. They dont have lungs, (which are a vital organ for mammals. Although some bear live young, most dont provide maternal care.
Sharks live under water for there entire life, and never need to come up for air. If you notice, whales and other sea mammals are mostly near the surface of the sea, so they can get air. And sometimes young sea mammals drown. Sharks cant drown.

Amphibians live part of their life in the water and part on land - so birds are not amphibians. Sharks are fish not mammals.

Each is in its own category. Birds are closer to reptiles then amphibians, but are not reptiles themselves with a host of differences ranging from bone densities to feathers. Sharks are fish, while dolphins and whales are mammals.
