It's ridiculously stupid.
The U.S. congress DID urinate and defecate on it though -- with a vote of 98-0 to reject it.

NO! The "Kyoto Protocol" is as stupid as it sounds and would accomplish nothing more than the USA being suckered into providing substantial funds to be abused by the corrupt officials that support it...
