We are allowed to download files using p2p programs in Canada and I know its legal to link to copyrighted material in sweden but generally not allowed in the united states, australia, germany and the uk.

The purpose of a copyright is to protect the holder from financial loss due to infringement. In this day and age it has become easy to download copyrighted material but does that in and of itself deprive the holder of any financial gain? The Federal Archives has a section devoted to copyright laws. See the Library of Congress for details.

Linking to copyrighted materal, meaning simply providing a link to another's website for viewing or download, is generally legal, so long as you're not trying to pass off the other person's content as your own, "frame in" their copyrighted material with your own, or otherwise destroy or modify the copyrighted material. This should be true in the U.S. or in Canada.

(P.S. downloading copyrighted files using P2P programs should be a violation of Canadian copyright law, too, since Canada is a member of the Berne Convention, and since you're taking copyrighted materials. I don't know if Canadian courts have found a broader fair use right than American courts, but simply using Limewire to copy whole songs or albums, even for personal use, violates international copyright law.)
