The statutory powers and responsibilities of the commission were set out by the Police Reform Act 2002, and it came into existence on 1 April 2004, replacing the Police Complaints Authority which in turn replaced the Police Complaints Board in 1985. Unlike these organisations, it has its own independent investigators, giving it the choice of supervising police investigations into serious complaints or independently investigating them itself.

The vast majority of complaints against the police are dealt by the police themseves and always of been because the various government organisations mentioned on this page are incapable of investigating them themselves they are just names the politians throw around to reassure the public that there isnt going to be a cover up

The same as now the police themselves, do you know of any complaint to the so called police complaint commission that has actually been upheld.
