How might nations attempt to minimize the human hardship associated with scarcity?

scarcity is a phenomenon of limited resources and unlimited wants so nations should try to create or look for more alternative resources to satisfy the unlimited wants to minimize the hardship in the nation,eg famine can be reduced through financial aids from other countries through international ties.
However, do note that scarcity is a problem that cannot be resolved...

A lot of the problem is not so much scarcity as the mis-use of resources.

When you put a big hunk of resources toward non-productive and destructive things, then basic needs can't be met.

(Stop dedicating so much of the economy toward arming the world, for instance. Develop renewable energy. Put more into stuff people need, less into worthless cr*p.)

America is blessed. I understand we have plenty of food and we would willingly give it to stop starvation, but the hard part is getting it to the starving people. To give it away, the cost is great to get it to the needy.
