It all depends on why it won't boot up, there are several reasons and things to check. Does the computer power up at all, any lights, if not it isn't the hard drive but could be the motherboard, or even the power supply. If you are getting lights but nothing on the screen it could be motherboard, power supply or processor. If it is attempting to boot up but gives you a disk error, it would depend on what the error is. The hard drive could be bad or needed files are just corrupt. You can try re-installing windows or repairing windows.

You should try booting with another hard drive.
Take your harddrive to another pc and use it as a slave drive. See if the other pc recognises your drive. In case it doesnt, chances are that the drive is burned or otherwise damaged..

If you dont have much data on the drive, you can try formatting it. It may help. No guarantees though

you would need a drive that is identical to the one your trying to fix remove the logic board from it and put it on the bad drive if that does not work then your drive has internal problems and needs to be replaced unfortunatly this is a last ditch effort to recover your files
