In The Sims 2 Body Shop you can make you own sims hair, clothes, make-up, skin tone, and have your creations uploaded on sites like the sims 2, the sims 2 resource, and practically any other sims 2 site that allows user created content (I should know because I uploaded my own my content on the one's I mentioned).

the body shop is mainly making any kind of sim from head to toe (or should I say feet?). You can only decide on how your sim may look like, and you only can decide what kind of clothes they wear, but I doubt you can make the outfits, you only can try different outfits (maybe different colors for the outfits, too).
