Simply wipe them off with a soapy sponge.
In future, prune your hybiscus after the flowering period is over, or a month before. Mine respond extremely well to yearly pruning, and no more bugs.

If you can get your hands on some rhubarb leaves soak them in a pail of water for a day. Dispose of leaves and use the liquid to spray on the plants. Do not drink it as it is a poison. Works well in the garden on pests also.

I use a soapy water mix - insects can't tolerate the soap. You will have to spray them once or twice a day.

try soaking some hot peppers in some water and spray,with just a little dish soap as a surfactant.
