do you mean heatsync? That would be what cools down a processor or a video card.

This would depend on the type of computer that you have. Some computer designs have fans that are attached to the top of the heatsink to help keep the processor cool, but in the case of most Dell computers, the fan is not located on the top of the heatsink but rather on the back of the computer and there is a shroud that goes from the fan to the heatsink to allow it to cool down the processor.

What's meant to go on my pc's heatsink... a heatsink fan. The heatsink carries excess heat away from your cpu (and in many cases a chipset chip) and then the fan forces are over the heatsink surface to dissipate the heat.

Most cpu heatsinks come with fans attached.

I think you meant to say heat sink. If so, a heat sink is a metal object that is put on top of electronic devices to dissipate heat. When you open your computer you will see this silver or black metal thing with fins on it. Sometimes when the computer is running and you touch it you can burn your finger pretty bad. The idea is that the device in question (in your case the microprocessor) generates a lot of heat. When you put a heatsink on top of it the heat in the packeage is transfered to the metal (heatsink) by conduction. Remember that heat is transfer from hot to cold. Because the heatsink is colder than the CPU then the heat is tranfer towards the heat sink. Usually a fan in put on top of the heatsink to cool it down even further.
