What I saw in Napa Wine Country was little strands of foil hung on strings so that when the wind blows it creates shiny flecks that scares birds away.

We get seasonal blackbirds twice a year. Drove us nuts. Finally called the Department of Fish and Game to ask if we could shoot them. Ours said yes. No more problem. It's not something you like to do, but is sometimes necessary.

Here in MI starlings, a common blackbird, are considered pests and may be shot at any time. So use a shotgun!

Hang cheap aluminum pie plates in the trees and I have been told they do not like the reflections and will go somewhere else. Worth a try.
