If they're meant to support the bust?

Corsets do *WAY* more than just support the bust. Bras do just fine for that. Corsets are flattering because they accentuate feminine curves or give curves where you previously had none. Nothing is more feminine than being curvy. To hell with the sticks walking down the runway...be a woman!!!

Corsets aren't meant to support the bust as much as they're meant to suck in the waist. Some corsets even end just under the breasts so they have no effect on them. Those that cover the breasts tend to push them up as well (all that skin being squeezed has to go somewhere!) so that they are higher and there's more cleavage.

Because they are supposed to cover the very minimum of the bust, and leave most of it out. Watch "Marie Antoinette" and you'll see.

Modern corsets usually have underwire to offer better support, but the ones styled like traditional ones are meant to flatten the bottom of the bust and leave the rest of it out but sort of mashed together. That cleavage shape was called a "pigeon bust", and was what was desirable at the time. Now we want it to lift and separate, since we don't want one mashed-together uniboob.
