We will never find out the answer and neither is it important to know. Intelligence is measured by IQ score and that is arrived at by comparing the person's raw score with all the others' who take the same tests. Since most of the people in the world do not take the IQ tests, there's no way to find out whether the person with the best IQ score is really the smartest.
Why is it not important? Intelligence is only the ability to learn or to figure out something. Intelligence by itself is neither wisdom nor knowledge which can only obtained through learning, experience, observation and recollection (and a moderate level of intelligence).
That's why the child with the highest IQ in a class doesn't always turn out to be the one who succeed the most in life either professionally or personally. I'd bet you Bill Gate was not the student with the highest IQ in his class at Harvard.
In electricity, voltage is the nearest analogy to intelligence in humans and other living creatures: the potential to achieve something. Without much amperage (the current, the drive) , there will not be an impressive power or energy (wattage). Your voltage may be 120 or even 220 v but if your circuit is wired for only 1 amp, you are not going to be able to run a small, 600 watt microwave oven or more than even a couple of light bulbs (of 100 w each).
